Post: Proposals Engineer – Skipton
Reports to: Senior Proposals Engineer (Line Manager)
Job Purpose: To support and contribute to the preparation, coordination and delivery of high-quality proposals and cost estimates for multi-disciplinary water and wastewater projects, in line with ACWA’s estimating governance and technical standards.

KEY RESPONSIBILITIES:

  • Prepare and contribute to the development of multi-disciplinary proposals for the water and wastewater industry, working closely with the Senior Proposals Team and wider engineering functions.
  • Manage supplier RFQs, evaluate quotations, and maintain accurate procurement and cost documentation.
  • Engage with clients, suppliers and subcontractors to clarify scope, technical requirements and commercial assumptions.
  • Define process requirements for proposals and tenders to ensure specified water and wastewater quality standards can be met, in consultation with process designers.
  • Review specifications and tender drawings to confirm technical compliance and identify gaps, risks or assumptions.
  • Prepare and assist in the development of cost estimates, including quantity take-offs, benchmarking and supporting build-ups.
  • Support the preparation of technical write-ups, data sheets and process plant descriptions for tenders.
  • Compile tender submissions incorporating all technical, commercial and governance inputs.
  • Participate in internal tender reviews and lessons-learned activities to continuously improve estimating quality and consistency.
  • Develop knowledge of ACWA systems, estimating tools, governance processes and delivery standards.

QUALIFICATIONS, SKILLS AND EXPERIENCE:

  • ONC / HNC / HND in Mechanical, Electrical or related Engineering discipline (or equivalent experience).
  • Exposure to water / wastewater projects for Industrial and/or Municipal clients preferred.
  • Strong numerical, organisational and communication skills.
  • Able to manage multiple priorities and work effectively within deadlines.
  • Proficient in Microsoft Office (Excel, Word, Project)
  • Based at ACWA Headquarters in Skipton, North Yorkshire (hybrid working arrangement to be agreed).
  • Willing to work outside standard hours and travel/ stay away within the UK when required.
  • Adaptable, keen to learn new technologies, and able to work independently or as part of a team.
  • Full UK driving licence (preferably clean).

  • Completer/Finisher: Ability to ensure the timely delivery of supplies in alignment with project schedules.
  • Team Player: Collaborates effectively with various departments and project teams to achieve objectives.
